I guess you'll just have to make it popular there. Check the wind speeds in your area to see if and when the winds get strong. You can buy a kite online either browsing forums. As you can see this forum does not have a lot of users. Check powerkiteforum.com for a forum with heavier traffic.
Everyone will tell you, myself included. Start small and work your way up. First find a trainer kite and before flying it, read up as much as possible. Learn about the wind window and where the power zone is. This will give you an understanding of how the kite will pull depending on where you fly it. Although you will outgrow the trainer after a few days of flying it, this step is necessary to learn. Now you should move up to a 5 or 7.5 meter kite. The bigger the kite the stronger the pull will be.
Find a friend or group of people who are interested so you have someone to help you learn and who can learn with you. Also launching a kite by yourself can be tricky until you learn how to do so. Be safe and wear a helmet and knee pads so you can bail once you get onto the bigger kites
